Every Pennsylvanian should be able to build their family, right here in the Commonwealth. Unfortunately, many Pennsylvanians cannot afford to build a family because their health insurance treats infertility care as a luxury.
 
Infertility is a medical condition that should be covered by health insurance—just like other medical conditions. Unfortunately, no Pennsylvania law requires health insurers to cover infertility care. As a result of this lack of insurance coverage, many Pennsylvanians are going into medical debt so they can build their family.
 
It doesn’t have to be this way. Every single one of our neighboring states require health insurers to cover infertility care. Because many Pennsylvanians are taking jobs in these states for the infertility benefits, our state is at a competitive disadvantage when it comes to hiring and retaining talented employees. Moreover, data shows that these state laws have not led to exorbitant premium increases. To the contrary, a
2021 Mercer survey revealed that 97% of employers who cover infertility care have not experienced significant cost increases due to that coverage.
 
To help more Pennsylvanians build their family, I will be introducing legislation that requires health insurers to cover at least $30,000 worth of infertility care, including artificial insemination, prescription drugs, and in vitro fertilization (IVF). Under my proposal, health insurers could structure this benefit in accordance with the medical standard of care; for example, if it is medically appropriate for a particular patient, an insurer could require a person to go through artificial insemination before IVF. Additionally, my legislation includes a religious exemption.
