In Pennsylvania and nationwide, the price of child care remains too high for many families. According to a recent report from Child Care Aware of America, the national average cost of child care was $13,128 in 2024 – a 29% increase from just five years prior.
 
We plan to address this issue by introducing legislation that will expand the Employer Child Care Contribution Tax Credit Program, a proposal that we sponsored and which became law as part of the 2024 omnibus tax code act to encourage Pennsylvania businesses to support their employees who have children in eligible child care or early learning programs. Our bill will increase the tax credit amount to 100% of the employer’s contributions (up from 30%) and the contribution limit to $10,000 per employee per year (up from $500). These changes would increase the maximum tax credit that can be awarded under the program from $150 per employee annually to $10,000 per employee annually. Total tax credits would be capped at $10 million each year. 
 
This legislation will further incentivize employers to provide financial support for employee child care expenses and act as an important step towards making child care more affordable for Pennsylvania families.
