Join us in revising Pennsylvania’s Sexual Responsibility and Treatment Program (SRTP) operated at Torrance State Hospital.  Together we will close the Megan’s Law gap, develop structured step-down facilities, enhance community/ law enforcement awareness and identify Act 21 liaisons in every county where a program resident was adjudicated delinquent for a sex offense.

SRTP is an important, specialized, and secure treatment program operated by the Department of Human Services at Torrance State Hospital.  This small group of offenders have committed violent sexual crimes as minors and, after evaluation, have been determined by the court to have a mental abnormality or personality disorder which makes them likely to re-engage in acts of sexual violence if not treated.

We shall work with professionals at Torrance State Hospital, members of the Sexual Offenders Assessment Board (SOAB), the District Attorney’s Association, PA State Police Megan’s Law Section and PA Department of Human Services to achieve needed revisions in this program.

This is a complex issue requiring acknowledgment of existing service gaps for sexually violent individuals who may not meet criteria for serious and persistent mental illness; may not meet IQ thresholds for developmental disabilities, are themselves earlier victims of sexual abuse and have an ongoing need for specialized sex offense treatment.
