Pennsylvania families and small businesses are paying higher electricity bills because we are not adding enough new generation to meet growing demand. We need more energy supply now to address the affordability crisis, and renewable energy projects are often the fastest and cheapest sources of new electricity to bring online.

Unfortunately, some municipalities have adopted restrictive zoning ordinances and permitting requirements that essentially ban renewable energy development within their communities, conflicting with the intent of Pennsylvania’s Municipalities Planning Code. 

This legislation establishes fair, statewide guardrails to ensure renewable energy projects, like solar, wind, or battery storage, can be sited while preserving meaningful local control. Municipalities will retain authority over zoning, setbacks, screening, safety, emergency response, and community engagement, but will be prevented from imposing arbitrary restrictions designed solely to block projects. 

The bill also creates a clear permitting process and protections against unnecessary delays and excessive fees. At the same time, it protects communities through decommissioning requirements and public safety standards. 

Pennsylvania is losing good local jobs, tax revenue, and energy investment to neighboring states with more predictable siting policies. This legislation will help keep those projects, jobs, and economic opportunities here at home while strengthening grid reliability and lowering long-term energy costs.
