I am proposing an advanced educational initiative that represents a critical step toward modernizing Pennsylvania's educational delivery framework by integrating business innovation and entrepreneurial skills into traditional academic instruction. This legislation will address the growing skills gap between traditional education and workplace demands.
Today's rapidly evolving economic landscape requires students to develop skills beyond traditional academic knowledge. Numerous industry reports consistently identify critical thinking, problem-solving, creativity, and technological fluency as essential skills for future workforce success. Despite this recognition, many traditional educational models struggle to effectively integrate these competencies into standard curricula.
Pennsylvania has made significant investments in academic standards and curriculum—what students are expected to learn. However, a critical gap remains in how that learning is delivered in classrooms.
Current funding structures at both the state and federal levels are largely focused on curriculum development, standards, and compliance. Far less attention and investment are directed toward instructional delivery—the methods that determine whether students are engaged, supported, and able to apply what they learn. This legislation addresses that gap.
It supports school entities in implementing instructional delivery frameworks that enhance how existing curriculum is taught through experiential, student-centered, and real-world learning practices.
The instructional delivery framework described in my legislation will address this gap by establishing a structured approach to infusing business innovation methodologies into academic instruction across Pennsylvania's educational institutions.
The curriculum requirements target the following crucial competencies identified by employers and economic forecasters as essential for future success:
- analytical thinking and innovation;
- active learning strategies;
- complex problem-solving;
- critical thinking and analysis;
- creativity, originality, and initiative;
- leadership and social influence;
- technology use, monitoring, and control;
- technology design and programming; and
- reasoning, problem-solving, and ideation.
The legislation ensures equal opportunity across Pennsylvania's educational landscape by making supports for integrating instructional delivery frameworks available at no cost to both public school entities and nonpublic schools; and creating opportunities for students in diverse geographic and socioeconomic contexts to develop future-ready skills.
