The Redevelopment Assistance Capital Program (RACP) is a Commonwealth grant program administered by the Office of the Budget for the design, acquisition, and construction of regional economic, cultural, civic, recreational, and historical improvement projects. RACP projects are authorized in the Redevelopment Assistance section of a Capital Budget Itemization Act, have a regional or multi-jurisdictional impact, and generate substantial increases or maintain current levels of employment, tax revenues, or other measures of economic activity. 
 
Sometimes, due to unforeseen circumstances, a project is not able to come to fruition that had been awarded RACP funding that had not yet been dispersed and spent. This is very unfortunate, and as it currently stands, there is no guarantee that those funds will stay in the county in which they were originally awarded. I soon plan on introducing legislation to rectify this. As the Redevelopment Assistance Capital Program is a highly competitive grant program, it is only fair that the funds be reallocated for a rescope of an eligible, itemized RACP project that is located within the same county the original award was made. This will ensure funding that was intended for a certain area, remains in that area, and not in another portion of the state.
