In 2024, the General Assembly established the State Board of Higher Education (SBHE)  to modernize postsecondary access, affordability, accountability, and strategic planning.
 
In order to eliminate redundancies caused by multiple agencies holding overlapping responsibilities, Act 69 mandated that the SBHE, the State Board of Education (SBE), and the Department of Education collaborate on a clear delineation of roles and responsibilities. Following months of public meetings and institutional review, these entities have now reached a consensus on a path forward.
For these reasons, I plan to introduce legislation to implement those agreed-upon recommendations and ensure that the correct entity is tasked with managing these duties without bureaucratic overlap. By establishing clear delineations of responsibility, this legislation will reduce administrative confusion for our colleges and universities while fostering better alignment between K-12 and postsecondary goals and policy.
