This bill authorizes the Department of General Services, with the Governor's approval, to grant and convey a specific tract of land located in the City of Philadelphia to Gaudenzia DRC, Inc. The land, which is part of the former Eastern Pennsylvania Psychiatric Institute, will be sold for $1 under terms to be established in an agreement of sale. The property is described in detail, including its boundaries and existing encumbrances, and the conveyance will be subject to various conditions, including a restriction on its use for drug and alcohol rehabilitation purposes only.

Additionally, the bill includes provisions that ensure the property cannot be used for gaming facilities and stipulates that if the property is used for purposes other than those specified, it will revert to the Commonwealth of Pennsylvania after 20 years. The conveyance will be executed via a special warranty deed, and if the sale is not completed within two years, the authority to convey the property will expire. Proceeds from the sale will be deposited into the General Fund. The act is set to take effect 60 days after its passage.
