In the near future, I plan to introduce the Clean Communities and Anti-Litter Enforcement Act.
Littering from motor vehicles degrades our highways and public rights-of-way, harms the environment, threatens public health, and imposes millions of dollars in unnecessary cleanup costs on Pennsylvania taxpayers every year. Traditional enforcement methods have proven insufficient to deter this behavior, especially on high-volume roads. This legislation authorizes the use of narrowly tailored, automated litter enforcement systems — complete with strong privacy protections, warning signs, and due-process safeguards — to hold violators accountable while directing fine revenue back into litter cleanup and abatement efforts across the Commonwealth.
Key provisions of the bill include:
• Authorizes PennDOT, the Pennsylvania Turnpike Commission, and municipalities to establish and operate automated litter enforcement systems in designated litter enforcement zones on public rights-of-way and highways.
• Requires clear warning signs before and after each zone, system calibration, operator training, and annual inspections to ensure accuracy and fairness.
• Imposes a $200 civil penalty for littering violations detected by the system — with no points on the driving record, no criminal conviction, and no impact on insurance rates.
• Protects privacy by requiring that images be deleted after the citation is issued.
• Directs revenue from fines to fund litter cleanup and abatement programs on Pennsylvania roadways.
• Includes strict municipal approval requirements, police review of violations, and full compliance with constitutional due-process standards.
This measure strengthens community pride, protects our environment, and relieves the financial burden on taxpayers — all while respecting the rights of motorists.
