Right now, new online platforms are letting people bet on the outcome of real world events. That includes elections and economic trends.
 
But people with inside information can game the system and profit while everyone else loses.
 
That is not a fair market. That is a corrupt, rigged system.
 
People using these markets should expect fairness, not that people in positions of power and authority are playing by a different set of rules.
 
Our legislation would bring basic guardrails to these platforms by:
 
• Prohibiting insider trading and market manipulation, including using or sharing inside information to profit, directly or through others
• Requiring platforms to detect and report suspicious activity
• Banning participation by people with inside knowledge or conflicts of interest
• Holding individuals accountable with clear penalties for violations
• Establishing commonsense guardrails, including limits on youth sports markets and markets tied to the life or health of an individual
 
It also ensures these platforms follow common sense rules, like keeping minors out and preventing people tied to the outcome from profiting unfairly.
 
If these platforms are going to operate in Pennsylvania, they should play by the same basic rules as every other market. No insider deals. No cheating.
