This bill amends the existing law that grants the Governor of Pennsylvania the authority to regulate the display of the United States flag on public grounds and buildings. The amendment introduces a new provision that allows for the voluntary display of the Green Star Service Banner on Commonwealth-owned or Commonwealth-controlled property. This display is intended to honor and recognize the surviving families of members of the United States Armed Forces and veterans who have died by suicide.

The new subsection specifies that the Governor shall permit this display during appropriate observances, while ensuring compliance with applicable policies, procedures, and security requirements related to the use of Commonwealth property. The act is set to take effect 60 days after its passage.
