In the near future, I plan to introduce legislation to allow for the ability of the Agricultural Business Development Center under the Pennsylvania Department to address acute agricultural market disruptions—such as the crisis currently facing grape growers in the Lake Erie region.
In early 2026, Refresco, a major grape juice processor, abruptly terminated contracts with growers across the Lake Erie region. Dozens of Pennsylvania family farms were suddenly left without a market outlet for this year’s harvest. This unexpected action threatens the viability of an entire commodity sector and the regional economy that depends on it.
My legislation proposes to allow the Agricultural Business Development Center to deploy short-term funding in response to a wider scope of urgent agricultural emergencies—specifically, severe and unforeseen market interruptions, while growers and farmers work to establish a new market while experiencing these changes in their current market.
A rapid change in an established market is no less an agricultural emergency than an invasive pest or a contagious disease. Without swift action, growers may face devastating financial losses, permanent acreage reduction, and long-term erosion of Pennsylvania’s agricultural infrastructure.
Agriculture is a cornerstone of our economy and our rural communities. This bill strengthens our capacity to respond when that foundation is shaken. I respectfully ask you to join me in supporting this practical and timely measure.
