I largely support tax credits. I believe they can spur development and growth that would, otherwise, never occur. But far too often eligible entities for economic development related tax credits meet the up-front requirement to receive a tax credit while, over time, operating in manner that undercuts the spirit in which it was offered. It’s time for that to change.
I will be introducing the Pennsylvania First tax credit reform bill that will require any economic development related tax credit offered in Pennsylvania to meet the following criteria:
  1. Use of PA Prevailing Wage
  2. Use of PA workers
  3. Use of PA made materials
  4. Auditing requirements
  5. “Claw back” provisions
 These commonsense changes to how we administer tax credits moving forward will help to ensure that our Commonwealth, our workers, and our businesses realize the full extent of the implied benefits by putting Pennsylvania First.
