When using an ATM that is not with your specific bank, particularly a 3rd party ATM, you have to expect to pay a transaction fee.  But no-one ever knows what those transaction fees are until the very end of the withdrawal process, forcing you to guess what fee you will be hit with when looking to withdrawal funds.
 
The last thing anyone wants is to deal with an exorbitant fee at the very end of a transaction.
 
Federal law provides that an ATM fee notification occurs, but often this notification occurs too late in the transaction process, making them far less convenient and lacking in transparency that users deserve.
 
To address this shortcoming, I am introducing legislation that would require ATMs to display a notification prior to the transaction. This bill will prompt the user with the amount of an ATM fee as soon as they insert their card, rather than waiting until the end. 
 
This change is a commonsense measure to make the lives of Pennsylvanians easier and provide transparency in the transaction process. People deserve to know these fees at the start of ATM transactions to withdrawal their own money.
