In the near future, I plan to introduce legislation to modernize how the Commonwealth handles motorized pedalcycles with respect to titling and registration requirements.
My legislation would provide clarity for owners, improve consistency in PennDOT practice, and ensure that mopeds can be integrated more smoothly into the regulatory framework of the Commonwealth. To accomplish this, my legislation would exempt mopeds from mandatory titling, thus not requiring them to obtain a title. In addition, an optional title process will be created so that owners who want a formal vehicle title for financing, resale, or simply record-keeping may request a title from PennDOT. Finally, PennDOT is required to register mopeds without a title, and specifies that in lieu of a title, PennDOT may require a bill of sale or VIN for the moped.
My legislation does not impose new mandates on moped riders; it removes uncertainty and provides optional titling pathways while maintaining reasonable registration flexibility for owners and PennDOT alike.
This legislation represents an important step in modernizing Pennsylvania law to align with the standards already adopted in many other states. Across the country, moped ownership and recreational use have grown steadily, giving rise to a vibrant cottage industry of hobbyists, collectors, and small businesses. Pennsylvania is home to an active community of moped enthusiasts who restore, maintain, and responsibly operate these vehicles. Updating our laws will support this community, encourage economic activity, and ensure the Commonwealth keeps pace with other states.
