According to the U.S. Fire Administration, Pennsylvania recorded 152 fire fatalities in 2025 -- the most of any state. Fire sprinkler systems are proven lifesaving technology. They save thousands of lives per year and have been shown to reduce death rates by almost 90% compared to structures without them. Their life-saving impact is especially significant in large residential structures, many of which house vulnerable populations, providing for additional time for evacuation.
To address this need, we are proposing legislation to establish a local tax credit for the owners of multi-family high-rise structures in cities of the first class to invest in retrofitting their residential high-rises with automatic fire sprinkler systems and related equipment. We believe this incentive will help to ensure the installation and proper maintenance of sprinkler systems in high occupancy buildings where fire suppression is essential to saving lives.
