The Governor’s 2026-2027 Budget Proposal would spend $4.5 billion of the state’s rainy-day fund to prop up the budget, pushing government spending to unsustainable levels that will lead to an $8 billion structural deficit by the end of fiscal year 2026-2027, according to the Independent Fiscal Office. Rather than spending over half the rainy-day fund on a budget that will inevitably lead to tax increases, we should prioritize a path to prosperity by letting the hard-working people of Pennsylvania keep more of their money.
 
I am proposing legislation that would lower the Personal Income Tax from 3.07% to 2.99% from July 1, 2026 to December 31, 2026.  This would immediately leave the residents of Pennsylvania with more money in their paychecks to put towards bills, back-to-school supplies, child care, groceries, or just a much-needed family vacation.
