In the near future, we plan to introduce legislation that would codify the existing practices regarding oversight and management of pre-licensure education courses for insurance agents.  Last year, similar to courses overseen by the Real Estate Commission, the Pennsylvania Department of Education asserted authority over pre-licensure courses for insurance agents under the Private Licensing School Act of 1986.
 
However, these courses have always been managed and overseen by the Pennsylvania Insurance Department and the Insurance Commissioner.  This legislation would simply put into statute that Insurance Commissioner and Insurance Department would have sole authority to approve and manage pre-licensure education courses.
