Net metering is the policy that allows customers who generate their own electricity, most often through rooftop solar, to receive credit on their utility bills for excess power they send back to the grid. This framework has helped expand clean energy adoption, increase Pennsylvania’s energy independence, and diversify our state’s power mix. 
However, recent developments in the energy landscape—including rising demand, grid constraints, and increasing electricity prices—make clear that our current policy needs updating. As costs climb, we must ensure ratepayers are protected while encouraging the development of local clean, reliable, and affordable energy supply.
I will soon introduce legislation to modernize our net metering framework to reflect today’s realities and strengthen fairness for all customers.
