Nobody enjoys receiving a spam phone call from a telemarketer. They can be frequent annoyances throughout the day by interrupting time with family, work, or personal relaxation. The use of AI with spam calls only makes matters worse, as it allows perpetrators to mimic human voices, have conversations instead of prerecorded lines, and spoof caller ID numbers. The misuse of AI could lead to more Pennsylvanians being scammed or defrauded, and we need stronger protection against potential abusers of this technology. 
 
Pennsylvania’s Telemarketer Registration Act already regulates telemarketers and the use of robocalls, along with requiring a statewide Do-Not-Call List. However, AI-based calls are a new challenge that requires an expansion of this law. My legislation would prohibit the use of AI to make spam calls, as well as creating additional penalties for doing so. 
 
AI’s ability to mimic other human beings is only improving. If left unaddressed, AI can be misused to defraud and harass more and more Pennsylvanians over time.
