Right now, Pennsylvania is in a bit of a legal gray area. Because our courts have ruled that "skill games" are based on how well you play rather than pure luck, they don't fall under the usual gaming laws. The result? They’re currently unregulated, untaxed, and aren’t doing anything to help fund our state’s infrastructure.

I'm planning to change that. Soon, I will introduce a plan (similar to a bi-partisan Senate bill introduced by Sen. Yaw and Sen. Williams) to finally regulate these games and bring in some much-needed revenue for the Commonwealth.

Here’s the breakdown of the proposal:
  • The Fees: This bill implements a $500 monthly fee for every skill game terminal.
  • The Cap: This bill sets a statewide limit of 50,000 terminals total.
  • The Payoff: This move alone will generate $300 million every year for Pennsylvania.
  • Local Control: This bill gives local governments the power to set their own health and safety standards for the businesses where these games are played.
