In the near future, I will be introducing legislation exempting Luzerne County from the enhanced vehicle emission inspection and maintenance program (I/M Program).
In 1990, Congress amended the Clean Air Act to include a requirement for an enhanced emission inspection program. By 1997, Pennsylvania initiated the I/M Program across the Commonwealth. The primary goal of this program was for Pennsylvania to meet the guidelines set forth by the federal government regarding air quality and air pollution. Since then, the I/M program has become antiquated.
Widespread adoption of improved manufacturing standards coupled with technological advancement has led to more fuel-efficient and less pollutive vehicles.  As such, it is unnecessary to subject residents to face costs associated with inspection fees related to the program. For example, the minimum waiver expenditure for an emissions inspection can cost anywhere from $150-$450. This money could otherwise be used for essentials such as housing or groceries, rather than fees to meet outdated criteria.
