In Pennsylvania, hospital licensure regulations have not been updated in almost 40 years, with some regulations conflicting with each other, while others duplicate standards from other regulations. These policies, as written, create a greater need to use an exceptions process, lead to inconsistent interpretations, and make it difficult for new technologies or strategies to be used to ensure health care access.
 
It is for these reasons that we will be introducing a resolution to require the Legislative Budget and Finance Committee to conduct a study on the financial and administrative impact of maintaining compliance with outdated hospital licensure regulations in Pennsylvania. This will include analyzing the number of state regulations that are duplicative or outdated, as well as recommendations on actions that state agencies or the House of Representatives can take to improve the regulatory environment for hospitals.
