This bill amends various sections of Titles 8, 11, and 16 of the Pennsylvania Consolidated Statutes to enhance the publication requirements for proposed ordinances by boroughs, cities, and counties. Key changes include the requirement for councils to publish the full text of proposed ordinances or their titles along with a detailed summary that describes specific provisions, such as the adoption or amendment of taxes, fees, or regulations that impose penalties. Additionally, the bill mandates that references to where copies of the proposed ordinances can be examined, both in physical locations and on publicly accessible websites, must be included in the publication.

The bill also introduces legal sufficiency provisions, stating that if a published summary is legally challenged, it will be considered sufficient if it meets the outlined requirements and is made available for examination at the time of publication. Furthermore, the publication requirements will not override existing laws related to land use ordinances as specified in the Pennsylvania Municipalities Planning Code. The new publication requirements will take effect 60 days after the bill's enactment.
