An unclear title or a "tangled title" to a property usually occurs when the owner of the property passes away, but the next generation or subsequent generations of the family continue to live at the property without updating the appropriate paperwork. The title to the property remains in the deceased relative’s name, creating numerous obstacles, like not being able to sell the property, which prevents future generations from accumulating wealth. In addition, the families cannot apply for governmental grants or other governmental programs because of the unclear title. 
 
For this reason, I plan to introduce legislation that would allow families across the state to make the necessary changes to update the titles to their family homes. The legislation would allow the county to work with family members to remedy these problems through the creation of a small estate primary residence affidavit. Through this process, the titles for primary residences under an assessed value of $150,000 could be more easily updated. We as the General Assembly need to create more opportunities for Pennsylvanians to acquire wealth and allow them to keep property that rightfully belongs to their families.
