Following the release of a similar resolution by colleagues in the Pennsylvania Senate, I am introducing a House Resolution to affirm that the guarantees of the United States Constitution apply to everyone in Pennsylvania and to condemn incidents involving the use of deadly force by federal immigration enforcement officers. 
This resolution is not about immigration policy: it is about the fundamental duty of all government officials, federal, state, and local to uphold the Constitution and protect the civil liberties that are the foundation of our democracy. Constitutional protections, including due process, equal protection, and freedom from unreasonable searches and seizures, apply to all people, regardless of citizenship or immigration status. 
Recent events have raised urgent concerns. On January 7, 2026, ICE officers fatally shot Ren e Good during an enforcement operation in Minneapolis. On January 24, 2026, ICE officers killed Alex Pretti, a federal nurse protesting ICE’s presence. These back-to-back incidents highlight serious questions about the use of deadly force, accountability, and adherence to constitutional standards. Reports also show patterns of intimidation, unlawful searches, and tactics that erode public trust and violate civil rights, including inaccurate or false information by government officials regarding Constitutional Rights. 
As a member of the Pennsylvania House, I took an oath to defend the Constitution. That commitment requires me to call for thorough oversight, transparency, and corrective action wherever government power is abused. 
This resolution: 
- Condemns the use of deadly force by federal immigration enforcement officers in cases raising constitutional and moral concerns; 
- Affirms that all persons are entitled to constitutional protections, and no officer or agency is exempt from these obligations; 
- Calls on federal leadership to review and reform enforcement practices that threaten public safety or civil rights; 
- Urges Congress to exercise oversight to ensure transparency, accountability, and constitutional compliance; and 
- Reaffirms the Pennsylvania House’s commitment to the dignity, safety, and constitutional rights of all people in the Commonwealth.
