In the near future, I plan to introduce legislation aimed at addressing the serious public safety risks posed by illegal street racing in Philadelphia. Street racing is an inherently dangerous activity that endangers drivers, pedestrians, and nearby residents, and has been linked to severe injuries and fatalities on city streets.
 
Current law already allows local law enforcement to immobilize and impound uninsured or improperly registered vehicles. This legislation would narrowly extend that authority to vehicles actively engaged in illegal street racing, where immediate intervention is necessary to prevent harm.
 
The bill also addresses certain vehicle conditions, such as illegally obscured plates or extreme noise amplification, that can impede enforcement of traffic laws or contribute to unsafe conditions. Importantly, the legislation is designed to apply clear standards, proportional responses, and due process protections, ensuring that enforcement is focused on dangerous conduct rather than minor or technical violations.
