Beer has been part of Pennsylvania's story since its founding by William Penn. Just as Pennsylvania became known as the cradle of liberty, it also grew into the cradle of America's craft beer movement. Agriculture is also a foundational industry in this state. Given this rich heritage in both brewing and farming, it is essential to support initiatives that benefit both sectors. The Brews to Barns Act can help ensure these industries remain profitable and vibrant. The Brews to Barns Act will support and revitalize these vital, job creating industries in Pennsylvania.
This legislation will provide a critical tax credit to eligible brewers who donate their spent grain to Pennsylvania farmers to feed their livestock, ensuring continued local growth and sustainability.
Spent grain is the moist, solid leftovers from brewing that are high in protein, fiber, and minerals. It’s often used as animal feed or compost. When donation is not available or cost prohibitive, this grain ends up in landfills. Donating this grain helps prevent landfill waste, support small businesses and farmers.
There are over 500 breweries across the Commonwealth, since 2024, more than 60 have closed their doors. These losses have left deep scars on small towns and resulted in widespread job losses in the industry, threatening the soul of Pennsylvania’s rich brewing heritage.
