Federal Law Enforcement Cooperation Act
 
In the near future, We will be introducing legislation entitled the “Federal Law Enforcement Cooperation Act.”
This legislation will
require all Pennsylvania law enforcement agencies—including state, local, county, and campus police—to fully cooperate with federal law enforcement authorities, including U.S. Immigration and Customs Enforcement (ICE), Customs and Border Protection (CBP), and other federal agencies such as the FBI, DEA, U.S. Marshals Service, and ATF when they are carrying out the duties required to enforce federal law.
 
Purpose of the Legislation
 
- Establish uniform statewide standards for cooperation with federal law enforcement officers carrying out lawful duties.
- Prohibit local ordinances or policies that restrict such cooperation.
- Require agencies to honor valid immigration detainers and notification requests.
- Authorize participation in 8 U.S.C.  1357(g agreements for immigration enforcement functions.
- Include transparency reporting, and whistleblower protections.
- Provide Attorney General defense and indemnification for agencies acting in good faith.
- Ensure campus police alignment under Title 24 (Education).
 
Why This Matters
Pennsylvania must maintain strong partnerships with federal law enforcement to protect public safety, uphold the rule of law, and prevent the creation of sanctuary jurisdictions that undermine enforcement efforts. This bill ensures clarity, accountability, and constitutional compliance while promoting cooperation across all levels of law enforcement.
