We rely on innovation in the health care industry to develop new medications and technologies
that save lives. However, pharmaceutical manufacturers are currently required to complete
the lengthy FDA approval process before applying for a Pennsylvania license, delaying the launch time for new pharmaceuticals.

To simplify the process, we plan to introduce legislation that would allow pharmaceutical manufacturers to apply for a state license at the same time that they seek FDA approval. Companies would be required to confirm that they have submitted an application to the FDA or intend to do so within a year.
Most other states do not require FDA approval prior to state licensure. Updating our licensing requirements will help make Pennsylvania an attractive place for pharmaceutical companies that want to establish a home base.
