In the near future, we intend to introduce legislation that modernizes and strengthens Pennsylvania’s Covered Device Recycling Act (CDRA) to address longstanding electronic waste challenges in our Commonwealth.
Originally enacted as Act 108 of 2010, the CDRA established a framework for the responsible recycling of certain electronic devices. However, this law has struggled to keep pace with a rapid increase in consumer tech devices, leaving local governments and consumers with limited recycling options.
The environment has suffered as a result, as electronic waste continues to accumulate in landfills, and, without convenient disposal options, are often disposed of in our forests and natural places directly introducing harmful contaminants into our soil and water.
These electronics can be responsibly recycled, and their materials reused and repurposed.
Our legislation will build off of the CDRA, close critical gaps in the existing Act, and clarify responsibilities for electronics manufacturers. The bill expands the types of devices covered under the law to include personal electronic equipment such as smartphones, tablets, and networking hardware, which will ensure a more comprehensive approach to e-waste.
Additionally, this bill includes provisions for improved public awareness by requiring the Department of Environmental Protection to maintain an online portal with real-time updates on approved recycling facilities. This will help to keep manufacturers, recyclers, and the public informed as to their responsibilities under the act.
