At a time when too many people are struggling with the cost of living, and especially with the cost of housing, the Property Tax/Rent Rebate (PTRR) program provides meaningful relief to many seniors and individuals with disabilities throughout Pennsylvania. My legislation would expand on the success of this important program and allow it to play a greater role in helping our seniors.
 
Pennsylvanians need our help, and it is time we deliver. That is why I am introducing legislation that will significantly expand the PTRR, specifically targeted at those who struggle the most with the cost of housing due to high property tax or rent burdens.  
 
By legislation would do this by:
  • Eliminating the $30,000 income cap for supplemental rebates, which was not raised when the eligibility for the PTRR was last expanded.
  • Allowing homeowners to deduct the amount of property taxes paid from their PTRR eligibility income, both expanding eligibility for the program and offering higher rebates to those who already qualify.
  • Expanding eligibility for supplemental rebates to include renters and allowing the combined consideration of property taxes and rent paid to help those filing as owner-renters including many residents of manufactured home communities.
  • Allowing individuals who receive cash public assistance to qualify for the PTRR if they are otherwise eligible, counting the benefits regularly as part of eligibility income.
With these important steps, we would make more Pennsylvanians eligible for this important relief and give many existing rebate recipients more support in these critical times. The Property Tax/Rent Rebate program is a great resource to many of our constituents and has the potential to become an even greater aid to those who need it most.  I hope you will join me in supporting this important legislation to increase accessibility to property tax and housing relief for seniors across Pennsylvania.
