In the near future, I will be introducing legislation to establish the Warehouse Solar 
Program — a new initiative to advance commercial/industrial rooftop solar projects 
across Pennsylvania.

This program harnesses the vast, underused rooftop space on warehouses and commercial
buildings throughout Pennsylvania to expand the state’s generation capacity without the 
need to develop greenfields or farmland. Pennsylvania has gigawatts of untapped 
commercial rooftop solar potential that can quickly bring new, low-cost energy onto the 
grid.

Locating fast-to-deploy generation near where electricity is already being consumed would 
reduce strain on the distribution and transmission systems and deliver immediate cost 
savings to ratepayers. According to a recent study by The Brattle Group, deploying 2 
gigawatts of front-of-the-meter commercial rooftop solar in Pennsylvania between 2027 
and 2031 could save ratepayers $1.8 billion by avoiding costly transmission upgrades and 
reducing reliance on higher-cost generation during peak demand periods. Moreover, 2 
gigawatts of front-of-the-meter commercial rooftop solar would create roughly 16 million 
man-hours of near-term construction jobs. 

Anyone who has traveled our interstate corridors has seen the proliferation of large-scale 
distribution and warehouse facilities — a vital component of our state’s economy. Yet, the 
vast rooftop space these facilities represent remains largely unused. The Warehouse Solar 
Program transforms these rooftops into productive assets — expanding our energy 
portfolio, creating local jobs and revenue for property owners, and reducing overall energy 
costs for Pennsylvania ratepayers — while contributing to an all-of-the-above energy 
strategy that supports the state’s growing power needs.

This bill represents a practical, forward-looking approach to expanding Pennsylvania’s 
energy future — one that leverages our existing infrastructure, strengthens our grid, and 
supports economic growth.
