I will soon be introducing legislation to prohibit video streaming services from transmitting commercial advertisements at a volume louder than the video content they accompany.
While the federal Commercial Advertisement Loudness Mitigation (CALM) Act already requires television broadcasters and cable operators to maintain consistent volume levels between programming and commercials, it does not apply to internet-based streaming platforms. My legislation would close this loophole by requiring streaming services operating in Pennsylvania to comply with the same volume standards established by the Federal Communications Commission.
This measure will help ensure a more comfortable and consistent viewing experience for consumers and protect them from the jarring and disruptive nature of excessively loud advertisements.
