Automated License Plate Reader (ALPR) systems present a serious threat to the rights and privacy of American drivers. ALPR technology is used by law enforcement agencies throughout the country, resulting in many drivers, especially those in more populated areas, being under near constant surveillance without their knowledge or consent. Civil rights groups have raised awareness of the issue of law enforcement agencies using ALPR information in an abusive or discriminatory manner. This past May, a Texas sheriff used ALPR information to track the license plate of an individual who the sheriff suspected of traveling to another state to recieve healthcare. This is an invasion of a person’s privacy and Pennsylvania systems should not be used to assist in these questionable investigations. 
 
The proposed legislation would prohibit law enforcement agencies from sharing ALPR information with any federal, state, local or out-of-state agency for the purpose of investigating or enforcing a law that denies or interferes with a person’s right to obtain healthcare services, in order to protect the privacy of individuals who travel within our Commonwealth.
