Over the past few years, the number of short-term rentals in Pennsylvania has significantly increased, as they have become a popular alternative to traditional travel accommodations.  According to the Joint State Government Commission’s report—conducted pursuant to House Bill 425 introduced by Representative Powell—there were more than 53,000 short-term rentals active in Pennsylvania as of 2023. With 2026 on the horizon—when Pennsylvania will serve as a host for hallmark events including the America250 commemoration, the NFL Draft, and FIFA World Cup matches—it is clear there is an urgent need to ensure this growing sector is operating responsibly and sustainably.
 
To address this, I will be introducing legislation that empowers municipalities with the authority to regulate short-term rentals. This legislation will establish a clear regulatory framework by promoting accountability through basic safety standards, insurance coverage, and tax compliance requirements, while still providing municipalities the flexibility they need to tailor regulations to the unique needs of their communities.
 
By providing structure and clarity, this measure will benefit rental operators, guests, and the broader community. It ensures the industry can continue to thrive while maintaining accountability, protecting neighborhood integrity, and supporting fairness for all Pennsylvanians.
