In the near future, I plan to introduce legislation to establish a statewide program to distribute and install home security measures for older adults across the Commonwealth.
This legislation would be known as “Ms. Rose’s law” and would authorize the Department of Aging to administer the program in partnership with local law enforcement agencies and the Area Agencies on Aging.  This legislation will also include a corresponding appropriation to support implementation.
As you know, older Pennsylvanians are increasingly the targets of home invasions, burglaries, and other crimes occurring within their homes.  Far too often seniors, particularly those who live alone or are living on fixed incomes, lack access to affordable, modern home security devices.  This leaves them vulnerable to preventable crimes.
In September of 2023, Ms. Rose Goodman, a beloved mother, mentor, and pillar of the Philadelphia community, tragically lost her life during a home invasion and robbery.  Her story is one of many, and her passing is a solemn reminder of the urgent need for proactive safety measures to protect our elders.
Today’s technology, such as doorbell cameras, exterior lighting, window and door sensors, and emergency alert alarms, have proven to be effective in deterring criminal activity and providing vital evidence when crimes occur.  Ensuring that seniors have access to these lifesaving tools is a crucial step toward safeguarding their well-being.
By establishing this statewide safety program for seniors, we can honor the memory of Ms. Rose and the many seniors who have senselessly lost their lives, while also taking meaningful steps to prevent similar tragedies from occurring in the future.
