This bill amends the Fiscal Code of Pennsylvania, specifically focusing on the Budget Stabilization Reserve Fund. It modifies Section 1703-A(b) by removing a reference to subsection (c) and adding subsections (c) and (d). The bill allows the Governor to request appropriations from the Fund to address emergencies related to the health, safety, or welfare of residents, as well as economic downturns that lead to significant revenue shortfalls. The General Assembly can then approve these requests through a two-thirds vote in both the Senate and House.

Additionally, the bill introduces a new provision under subsection (d) that mandates a transfer of $62 million from the Budget Stabilization Reserve Fund by November 1, 2025. This includes $50 million for grants to food banks to support operations and food purchases in response to the loss of Federal SNAP benefits, $10 million for grants to organizations aiding senior citizens with food insecurity, and $2 million for administrative costs related to these initiatives. The Department of Agriculture will oversee the distribution of these funds in accordance with existing food assistance programs.
