In the near future, we will be introducing legislation to stabilize Pennsylvania’s horse racing and breeding industries by increasing funding to the Race Horse Development Trust Fund (RHDTF).
 
Since FY 2011-12, RHDTF funding has dropped by 33% despite statewide gaming revenues increasing significantly. This decline has led to a 28% reduction in live race days, a 50% drop in breeding activity, and a migration of horses and investment to neighboring states.
 
Our legislation will amend Title 4 (Amusements) to redirect 3% of internet slot machine revenue - a modest adjustment - to the RHDTF. This targeted change will help restore stability and ensure continued support for purses, breeder incentives, and industry sustainability.
 
The horse racing industry supports 23,000 jobs, contributes $1.6 billion annually to Pennsylvania’s economy, and sustains over 1 million acres of agricultural open space. Strengthening the RHDTF will protect this vital economic and agricultural network, which benefits breeders, owners, farmers, feed suppliers, veterinarians, and other small businesses across the Commonwealth.
