Across Pennsylvania, voters expect fair elections. Research shows that candidates listed first on the ballot often receive an unearned advantage over those listed later. We believe randomizing which candidate appears first on a ballot will add a level of fairness; therefore, we are introducing a resolution to study how this can be implemented here in the Keystone State.

Our resolution directs the Joint State Government Commission to verify whether being listed on the ballot gives candidates an unfair advantage. The study will explore potential reforms, such as ballot rotations, to ensure that every Pennsylvania election remains fair and impartial.

Fairness is the foundation of our democracy. Pennsylvania deserves elections that are free from bias and fully reflective of the voters’ will. This resolution strengthens public trust by keeping our election system fair and impartial.
