Memo - Resolution Condemning the Chinese Communist Party’s Persecution of Falun Dafa (Falun Gong)
 
In the near future, I will be introducing a resolution condemning the Chinese Communist Party (CCP) for its ongoing persecution of Falun Dafa (Falun Gong) practitioners and its acts of transnational repression targeting American citizens and residents, including those here in the Commonwealth of Pennsylvania.
In 1999, the Chinese Communist Party launched a nationwide campaign to “eradicate” the practice. Over the past 26 years, millions have been detained, imprisoned, tortured, or subjected to forced labor, and countless others have died under persecution. The United Nations, Amnesty International, Human Rights Watch, and independent tribunals have documented horrific abuses, including state-sanctioned organ harvesting from imprisoned practitioners.
Even more troubling, the CCP has expanded its repression beyond China’s borders. A February 2025 investigative report by
The Diplomat revealed leaked CCP documents outlining plans to weaponize U.S. media, social media, and legal systems to malign Falun Dafa practitioners and obstruct cultural initiatives such as
Shen Yun Performing Arts, an American-based organization founded by Falun Dafa adherents.
These actions represent not only a grave human rights crisis, but also a direct assault on American sovereignty, civil liberties, and freedom of conscience.
This resolution reaffirms the Commonwealth’s commitment to the universal rights of freedom of belief, thought, and expression, and sends a clear message that Pennsylvania stands against tyranny and transnational repression in all forms.
