This bill amends the Banking Code of 1965 by updating the list of optional legal holidays that banking institutions may observe. Specifically, it removes Columbus Day from the list of optional holidays, which previously included Lincoln's Birthday, Washington's Birthday, Good Friday, Flag Day, Election Day, Veterans' Day, and various other days. The revised section now allows institutions to observe holidays such as Lincoln's Birthday, Washington's Birthday, and others, while Columbus Day is officially deleted from the list.

Additionally, the bill includes a repeal of the act from August 13, 1963, which mandated the observance of Columbus Day. This repeal is deemed necessary to implement the changes made to Section 113(b) of the Banking Code. The act is set to take effect immediately upon passage.
