Very soon, I plan to introduce legislation titled the Provisional Licensure Pathway for International Medical Doctors Act.
 
This proposal creates a supervised, time-limited licensure pathway for qualified international medical graduates (IMGs) to practice in Pennsylvania, with the goal of addressing critical physician shortages—particularly in underserved and rural communities.
 
The legislation authorizes the State Board of Medicine to issue provisional licenses (valid for up to four years) to IMGs who meet rigorous standards, including:
 
  • ECFMG certification
  • Passing scores on USMLE Step 1 and Step 2 (CK)
  • Verified foreign medical training or practice
  • English language proficiency
  • U.S. work authorization
  • A confirmed full-time job offers from a Commonwealth-licensed health care facility 
Provisional licensees would be required to practice under supervision, within designated underserved areas and approved specialties. The bill includes strong oversight provisions, annual reporting to the General Assembly, and a clear pathway to full licensure upon successful completion of the provisional term and remaining requirements (e.g., USMLE Step 3).
 
This initiative is modeled on successful programs in other states and is designed to responsibly expand access to care while maintaining high standards of patient safety and professional accountability.
