In the near future, I will introduce the S.H.I.P. Act (Shipbuilding and Hands-on Instruction Pathways Act) to connect Pennsylvania students with high-demand careers in shipbuilding and maritime industries.

The U.S. shipbuilding and repair sector supports nearly 400,000 jobs nationwide and contributes more than $40 billion to GDP[1]. Pennsylvania is positioned to share in this growth, from the $5 billion expansion at Philadelphia Shipyard, to barge and towboat operations that drive river commerce in Western Pennsylvania, to ship repair on the Great Lakes in Erie. Our central location along the East Coast also provides us with close access to major shipbuilding centers and trade ports, strengthening the Commonwealth’s role in the national maritime economy.
The bill will:
  • Direct the Department of Education, in collaboration with vo-tech programs and community colleges, to create a new Shipbuilding and Marine Trades Career & Technical Education Program of Study aligned with industry-recognized credentials.
  • Connect high schools to pre-apprenticeship and dual-enrollment programs with employers and community colleges.
  • Provide startup grants for schools and career-tech centers to build marine welding, electrical, and shipfitting labs.
This legislation will strengthen Pennsylvania’s industrial base, support national security, and give students a direct pathway into high-wage careers. I invite you to join me as a co-sponsor of the S.H.I.P. Act.
