I intend to introduce legislation to create flexible and responsible uses of money devoted to counties for bridge replacements and repairs from the Marcellus Legacy Fund established under Act 13 of 2012.
 
Counties currently receive Act 13 dollars through the Highway Bridge Improvement Restricted Account, within the Motor License Fund, that cover county-owned deteriorating bridge repairs and replacements. These dollars serve a valuable purpose in repairing county bridges, but when counties have repaired at-risk deteriorating bridges and have leftover dollars, current law does not allow for further practical uses.
 
My legislation will enable counties to use remaining funds to improve any municipal bridge in the county upon approval of a plan in order to preemptively repair locally-owned bridges before they ever become at-risk.
