My resolution tasks the Legislative Budget and Finance Committee to study the state of commercial property values in Pennsylvania, identify mechanisms that address local budget shortfalls, and provide recommendations for counties and school districts regarding property tax assessment and district budgets. Low commercial property values hurt property tax revenue, which is especially dangerous in Pennsylvania since 44 cents of every dollar of school funding comes from local property taxes. Therefore, by studying the state of commercial property values, we can understand the fiscal impact this has on our schools and Pennsylvania as a whole.
 
The United States office vacancy rate hit an all-time high in 2025. High vacancy rates can lead to lower commercial property values, which results in the owners of these buildings paying less in property taxes, which can have a significant impact on local revenue, municipalities, and school districts. It is already predicted that, over the next couple of years, some cities will see a budget shortfall of $1 million due to this revenue loss.
