In the near future, we intend to introduce a resolution directing a study of Pennsylvania’s role as a participatory state within its current Regional Transmission Organization (RTO), the PJM Interconnection, LLC.

As energy demand continues to climb, Pennsylvanians are seeing their utility bills go up - a burden that does not seem to be going away anytime soon.  What makes this even more troubling is that Pennsylvania is the nation’s second-largest energy producer, yet the priorities of Pennsylvania families are not being adequately considered as our state continues to supplement the increasing energy demands of the region.

For nearly a century, Pennsylvania has worked in collaboration with neighboring states to leverage the regions energy potential, ultimately producing economic development and lower cost energy for Pennsylvanians.  However, that balance has begun to shift, raising questions about oversight, a lack of accountability to protect consumers, and the long-term sustainability of our energy market.

We cannot continue down this path without putting Pennsylvania’s interests first and working to lower costs for consumers. For these reasons, we plan to introduce a resolution directing the Joint State Government Commission (JSGC) to examine Pennsylvania's participation in and affiliation with PJM Interconnection.

It is prudent to evaluate Pennsylvania’s participation in PJM and determine whether the Commonwealth’s interest, and ratepayers’ investments, are being appropriately managed and whether Pennsylvania has a meaningful voice in PJM’s governance and decision-making process. 

Ultimately, we must act if we are serious about holding down costs and increasing reliable power generation for Pennsylvanians. This resolution will be vital in determining whether Pennsylvania should remain in the PJM market or seek other opportunities.
