In the near future, I will be introducing legislation to regulate skill games in Pennsylvania and create a dedicated funding stream for school choice when these machines operate within our state’s casinos.

Pennsylvania’s casinos have long demonstrated that gaming revenues, when responsibly managed, can be transformed into community investments. Through the Local Share Account (LSA) model, we have seen casino revenues provide funding for infrastructure, public safety, and economic development projects that touch every corner of our Commonwealth. These funds are fully auditable, transparent, and have earned public trust.

This legislation draws from that proven model. All regulated skill games in Pennsylvania will generate tax revenue with revenue from machines located outside of casinos flowing into the state’s General Fund. When skill games are deployed within a licensed casino, the tax revenues generated from the regulated skill games within the casino will be earmarked into a dedicated School Choice Fund, ensuring that families across Pennsylvania gain access to expanded educational opportunities.

By leveraging the proven accountability and oversight of the casino structure, we can guarantee that the new revenue stream from in-casino skill games is both transparent and maximized for one of the most pressing needs in our state: empowering parents and students with greater school choice.

Casinos have shown Pennsylvania what responsible, community-focused gaming revenue can achieve. With this legislation, we extend that legacy by using regulated skill games not just to support government operations generally but to directly invest in the future of our children.
