In the near future, we plan to introduce legislation to amend current law regarding Pennsylvania’s mandated reporters to specifically address the alarming rise of child sexual abuse material (CSAM), to explicitly include content generated using artificial intelligence.

There has been a startling increase in AI-generated CSAM being created and shared, and troublingly, schools are not immune. These harmful images and depictions are being produced both by adults and, in some cases, fellow students.

The damage inflicted by the creation and dissemination of these materials can be devastating. For minors, already in the formative stages of their lives, the trauma, anxiety, and fear caused by these acts can be life-altering.

In the past year, the Senate has taken important steps to combat this problem through Act 125 of 2024 and Act 35 of 2025, which addressed deepfakes and sexual deepfakes. However, these accomplishments, while significant, do not go far enough to protect our children from the dangers of CSAM, especially when these images surface in school settings.

Our legislation will require a mandated reporter to report the instances they become aware of, including those produced by a minor.

Recently, we have seen young lives turned upside down by these malicious acts. It is time to ensure that when a mandated reporter becomes aware of these images, they are reported through the appropriate channels. We must do all that we can to protect victims and hold those responsible fully accountable.
