While Pennsylvania has expanded treatment options for opioid use disorder, stimulant use disorder (including cocaine and methamphetamine) remains a growing public health concern. Unlike opioid use disorder, stimulant use disorder has no FDA-approved medication-assisted treatment. Evidence-based behavioral interventions are therefore critical.
Contingency Management (CM) is widely recognized as one of the most effective approaches for stimulant use disorder. It provides modest, non-cash incentives (e.g., gift cards, transit or food vouchers) when participants achieve treatment goals, such as negative drug screens and consistent counseling attendance. Research shows CM improves treatment retention, reduces stimulant use, and supports recovery.
Our legislation establishes the Contingency Management Support Grant Program within the Department of Drug and Alcohol Programs (DDAP), enabling Single County Authorities to apply for grants to design, expand, and evaluate CM programs. Grants may support staff training, drug-testing supplies, incentive tracking systems, evaluation, and non-cash incentives. Programs must tie incentives to objectively verified treatment goals and provide at least three months of continued recovery support after the incentive phase ends. DDAP will oversee program integrity, reporting, and technical assistance to ensure accountability and measurable outcomes.
